Have had many experiences outsourcing (both good and bad). It depends a bit whether the task is technical or not, but I will try to generalize:

1.	Make sure to completely spec out the project. Remember that outsourced contractors are usually paid by the hour so make sure you have an extremely well defined project scope before approaching them.
2.	Try to make the first version of the site on your own. It is very difficult to outsource a project when you are still figuring out exactly what it should be. You can only iterate at the speed necessary if you have expertise in house.

I think it depends about what type of company / website you are making. If it is technology heavy then it serves you well to find a technical co-founder. Of course there are exceptions to everything. I believe Kevin Rose from Digg outsourced the first version of their site.
